District Overview

Toastmasters District 21 encompasses 113 clubs and over 1,500 members across the province of British Columbia, Canada. Toastmasters International is a worldwide nonprofit educational organization that empowers individuals to become more effective communicators and leaders. Since 1924, Toastmasters International has helped people from diverse backgrounds become more confident speakers, communicators and leaders. District 21 provides support and training programs to the clubs assigned to district 21.

Leadership Team

District 21 has a large team of volunteers who have decided to step out of the comfort of their clubs and excel in their learning. Each District Officer contributes in a different way to deliver on the district mission.

District Director

The District Director is the top leadership position of a District. This person works closely on the “trio” with the Program Quality Director and Club Growth Director leading the district each year. The District Director is responsible for directly administering and overseeing the district’s day-to-day operations, finances, and human resources.

Program Quality Director

The Program Quality Director is responsible for all aspects of education and training within the district. This includes supporting quality club programming efforts, promoting the Distinguished Club Program and planning, organizing and executing the district conference. They are also responsible for promoting and supporting club quality and member retention.

The Club Growth Director is responsible for all aspects of marketing, club-building and club-retention efforts within the district. This includes defining an overall marketing strategy for the district, developing outreach and retention efforts with existing community and corporate clubs and penetrating new markets. Additionally, the club growth director supports challenged clubs and helps them to become Distinguished.

Immediate Past District Director

The Immediate Past District Director provides counsel and guidance to district leaders and plans, directs and organizes projects and committees as requested by the district director. One of the major responsibilities of this role is to ensure the incoming district director receives all pertinent district documents prior to June 30. Other responsibilities include serving as a member of the district executive committee and district council, upholding the bylaws and policies of Toastmasters International, encouraging dedicated members to accept leadership positions, and helping the district achieve Distinguished recognition.

District History

District 21 was born in August 1946 at the Toastmasters International Convention in Seattle, Washington. At the time, District 21 was five Toastmasters clubs in British Columbia. In the years since District 21 has built new clubs, more communicators and powerful leaders who have served at all levels of the organization and beyond.

District 21 grew to more than 300 clubs in all of British Columbia before officially splitting into two districts on July 1, 2014. Today District 21 encompasses all Toastmasters clubs on Vancouver Island, the Lower Mainland south of the Fraser River up into the interior.
